How to Choose a UAE Free Zone for a Technology Business
A comparison framework for selecting a free zone — activity fit, office requirement, visa eligibility and cost structure.

There is no single best free zone for technology companies. The right choice is determined by six variables: whether the zone licenses your specific activity, its visa quota rules, its office requirement, its total cost structure across setup and renewal, its location relative to your team and clients, and how banks view entities registered there. Compare on those variables rather than on headline setup price.
Start with the activity list, not the price list
Every free zone publishes the activities it can license. If your activity is not on the list — or is only available under a more expensive licence category — the zone is wrong for you regardless of how attractive its package looks. Software development, IT consultancy, e-commerce and data services are treated differently by different authorities, and some activities carry additional regulatory approvals. Confirm the exact activity code before comparing anything else.
Visa quota is usually the binding constraint
Free zone visa allocations are typically tied to the office facility you take. A flexi-desk or smart desk package usually carries a small allocation; a physical office increases it. If you plan to hire a team of eight in the first eighteen months, a package that permits two visas will force an upgrade — and the cost of upgrading mid-term is rarely as favourable as choosing the right tier at the outset. Work backwards from your two-year headcount plan.
Understand the full cost structure, not the setup fee
Setup cost is the number free zones advertise. The number that matters is the total across: licence issuance, registration, the office or desk facility, the establishment card, each residency visa (including medical and Emirates ID), and the annual renewal of all of the above. Renewal costs recur every year for the life of the company. A zone with a low first-year offer and a high renewal can be the more expensive choice by year three.
Location still matters for a distributed team
Free zones are physically distributed across the emirates, and the cheaper ones are often further from Dubai's business districts. If your team will use the facility, or if you will host clients there, commute time is a real operating cost. If the facility is purely administrative, location matters less — but you should be honest about which of the two you are.
Banking treats zones differently
UAE banks apply their own risk assessment when opening corporate accounts, and the registry your company sits in is one input among several — alongside your activity, shareholder profile, expected transaction pattern and source of funds. Some zones are more familiar to bank onboarding teams than others. No consultant can guarantee an account will be opened; anyone who does is describing a decision that is not theirs to make. What you can do is prepare a complete, coherent application.
Selling into the UAE market
A free zone licence is designed for business conducted within the zone and internationally. Selling directly to customers on the UAE mainland generally requires a distributor, an agent, or a separate mainland licence. For a technology business selling B2B software to UAE-based enterprises, this is a material question and should be settled before the jurisdiction is chosen — not after the first domestic contract is signed.
A workable comparison method
Score each shortlisted zone against: activity permitted (yes/no — this is a filter, not a score), visa allocation at your required tier, total three-year cost, office requirement versus what you actually need, distance from your team, and mainland access requirement. Zones that fail the activity filter drop out immediately. Among the rest, the cheapest is rarely the answer once three-year cost and visa headroom are included.
